What is the difference between a video card that plugs surrounded by next to power than one lacking power?

Generally the difference is contained by the design of the graphics engine on the card. Some engines draw sufficient power their their motherboard interface while the more highline models such as the Geforce 7 and 8 series require additional power to be supplied directly from the power supply besides that which it draws from the motherboard. Intense graphical displays that utilize the hottest high failure graphics cards to render them require alot of power to process and display the results.
