Timing, I suppose. As you are using the jargon, boot is when you turn the machine on and reboot is when you do a boot when it is running, such as when prompted by the OS after you install a unknown program or update.



Usually, a hard (cold) boot occur when the machine is powered up and a soft (warm) boot occur when you reboot without cycling the power.
Boot is when your computer have been shut down and you turn it on.
